Roadmap for ensuring school success for all

A guide to support implementation of the Pathways to School Success initiative.

The European Commission's Roadmap for ensuring school success for all is a comprehensive guide to support implementation of the Pathways to School Success initiative. It aims to reduce educational underachievement and promote inclusion across the European Education Area.  

The document builds on a holistic approach to education that combines universal strategies with targeted interventions for learners who have additional needs, which may arise at different moments in the learning process.

The roadmap centres on six strategic pillars that are critical to implementing successful educational pathways:

  1. Whole-school and whole-system approach: emphasizes collective responsibility across all educational ecosystem components.
  2. Effective needs identification: focuses on early and sensitive recognition of pupils at risk or with additional academic and well-being needs.
  3. Professional capacity building: involves targeted professional development and is aimed at enhancing educators' abilities to support inclusive learning environments.
  4. Resource allocation: suggests strategic distribution of educational resources to support inclusive practices.
  5. Curriculum and pedagogical approaches: addresses adapting educational methods to support diverse learning needs. 
  6. Data collection and monitoring: focuses on systematically tracking and evaluating educational inclusion efforts.

  

The roadmap's core objective is to support educational actors in creating flexible, responsive educational systems that can adapt to pupils' evolving needs. The proposed guide aims to ensure that every pupil has the opportunity to succeed by promoting a comprehensive approach that involves collaboration between policymakers, educators, pupils and community stakeholders.

The guide is designed as a dynamic, living document that can be continuously refined to address emerging educational challenges and support inclusive learning environments across Europe.

 

The roadmap was edited by Hanna Siarova (PPMI), Cosmin Nada (ISCTE – University Institute of Lisbon) and Stéphanie Crêteur (PPMI), in cooperation with Annalisa Cannoni and Oana Felecan (European Commission). Additional input was provided by Zsuzsa Blaskó (Independent Consultant) and by the Working Group Schools Pathways to School Success and Working Group on Equality and Values, who also reviewed and validated the document.
