Moving fast on digital education and skills

The digital transformation is affecting teachers, trainers, and education and training institutions. They need to be empowered to use digital technology and help learners respond to the challenges of the digital age.
How can we create the conditions for successful digital education and training and support the development of digital skills? How can we best help teachers and institutions equip learners with the skills they need? How can we support teachers to use digital technology for inclusive and accessible learning?
To answer these questions, on 18 April 2023 the European Commission adopted a comprehensive digital education and skills package, delivering on key actions of the Digital Education Action Plan 2021-2027. It consists of two proposals for a Council Recommendation:
- First, the proposal on the key enabling factors for successful digital education and training proposes a modern governance, capacity-building, and investment framework for more effective and inclusive digital education and training. It has a special focus on developing the digital skills of all teachers through initial training and continuous professional development, empowering them to successfully use digital technology in teaching and learning.
- Second, a proposal on improving the provision of digital skills in education and training emphasises the key role education and training systems play in supporting learners to develop the digital skills they need to live, work, and learn. It highlights early digital skill development for pupils, and focuses on high-quality informatics and the assessment of digital skills in schools. It centres on the recruitment, training, and retention of specialised teachers and trainers in informatics.
