As a result of the ongoing digital transformation and rising use of technology in teaching and learning, the risk of exclusion, lower involvement in education, and obstacles have increased. This can increase a person or group's pre-existing vulnerability and produce new kinds of exposure to social and educational exclusion. The report discusses the policy environment for inclusive digital education, taking the concepts of vulnerability and inclusion into consideration.
