To educate against prejudices: French national plan against racism and antisemitism

DILCRAH is a French interministerial delegation responsible for designing, coordinating and driving state policy on combating racism, anti-Semitism and anti-LGBT hatred. To this end, it provides advice and facilitation to ministries, particularly in the field of education.

From 2018-2020, DILCRAH coordinated the development of the National Plan to Combat Racism and Anti-Semitism with two objectives related to education:

  • To improve the response of educational systems and to better support teachers facing difficulties by strengthening training for all staff in the prevention and management of racist and antisemitic incidents and comments in schools, as well as conducting local surveys on school climate.
  • To reinforce relevant pedagogical materials with new resources on topics such as the construction of stereotypes, expressions of ordinary racism and media literacy. The plan also included funding scholarships to finance research on racism and antisemitism.

Some of the results include:

  • creation of a handbook for schools to act against racism and antisemitism,
  • 270 educators of regional administrations were trained on the topic,
  • continuation of the dedicated educational week against discrimination every year around 21 March, engaging annually 500 educational activities by average in and out of school.

The work against discrimination continues under the new national plan for 2023-2026.
